It does not add cross-zone (Availability Zone) transfer at $0.01/GB each way, ExpressRoute or VPN Gateway circuit fees, or the higher Zone 2 and Zone 3 region rates. On a multi-zone HA workload, cross-zone traffic alone can add 20-40% on top of the headline egress.
